This report from the 1379 question is of some little importance. It is certainly related to trade matters and involves 10 subjects. For this purpose, they took up the matter the other day in a remarkable ordinance regarding aliens' right of acquiring & holding land.
And for the same purpose, this ordinance is probably framed.
As to the point of law; it is plain that this action is not in line with the policy of the Crown as stated in the Merchant Shipping Act, which encourages Chinese residents to establish themselves on the island without hesitation.
Art & Carl sepion, sec. 547: But here I am not aware, and the Boys have said, that the ordinance in any respect conflicts with that Art. To grant a "colonial" registry as something distinct from a "British" registry may be contrary to the policy of the Merchant Shipping Act. Entirely not, I should think, contrary to its words.
As the ordinance is in contravention, I will undertake the best way to bring it to the notice of his Lordship. I have his letter, and I will say that for the reasons therein adduced, I am forced to advise disallowance, unless some satisfactory grounds are shown for this legislation.
